The government can decide the law itself and punishment for violation. The government can decide if cities or provinces have the right to create their own laws. The priority of laws is important. Laws made by the city are the lowest level, then state, then national, then constitutional. Some cities and provinces may decline a federal law change if unity is low. People care more about the law, the higher priority it is and how important the actually law is. In order to change constitutional laws it takes a certain percentage to agree.

Punishments act as a deterrent for criminals but there will always be some appeal. The severity of the punishment affects the deterring properties.
