Immigration occurs due to religious or ethnic persecution, unhappiness, and economic hardship. This applies to great people as well as normals. Immigrants leave for a (usually) neighboring country that doesn't have those problems, but will travel farther if necessary, at a reduced rate. Rate of immigration is dependent on target and current country's laws and border security.
